    Hounslow town centre is full of potential. Once a bustling hub of West London life, it has – like many high streets – faced challenging times. We listened to your input about the area and the challenges faced by businesses, and believe a Business Improvement District can get Hounslow’s Heart beating again.

    A Business Improvement District (BID) is a proven model – business-led and funded – that delivers real, measurable improvements. In Hounslow, the BID will focus on what businesses say matters most: safety, cleanliness, marketing and supporting local businesses.

    The BID will introduce extra security marshalls to tackle antisocial behaviour, help to ban individuals committing crimes, proactively address shoplifting through DNA tagging of items and offender databases. It will enhance street cleaning, offer better waste and recycling services and improve greenery.

    Through Hounslow’s Heart BID, local businesses will benefit from coordinated digital marketing, community events, and a shared strategy to drive footfall and increase spend in the area. Networking, newsletters and business engagement will strengthen relationships and ensure everyone’s voice is heard.

    Across West London – in Fulham, Ealing and Hammersmith – BIDs are already delivering exactly this. Now it’s Hounslow’s turn.

    What is a BID?

    A Business Improvement District (BID) is a business-led and business-funded body formed to improve a defined commercial area. The benefits of BIDs are wide-ranging and can include:

    • Businesses decide and direct what they want in their area
    • Businesses are represented and have a voice in issues affecting their trading area
    • BID levy money is ring-fenced for use only in the BID area
    • Increased footfall and spend
    • Improved staff retention
    • Reduced business costs
    • Enhanced marketing and promotion
    • Support with sustainability initiatives
    • Guidance in place shaping vision activities
    • Facilitated networking opportunities with neighbouring businesses
    • Assistance in dealing with the Council, Police and other public bodies

    As of September 2025, there are more than 340 BIDs in the UK. Representing more than 134,000 businesses and raising over £154million pa in levy to spend on project delivery.

    Ballot

    The ballot for a BID in Hounslow runs from the 2nd October to the 30th October 2025.

    You should receive one ballot paper for each property that you are eligible to vote for by post. If your ballot paper doesn’t arrive, or if you require a replacement ballot paper, please email hounslowsheartbid@gmail.com

    Each ballot paper comes with its own return envelope.

    Complete the ballot paper by putting a cross (X) beside your choice on the creation of a Business Improvement District in Hounslow.

    Write your name in BLOCK capitals, your position in the business and your signature.

    Each ballot paper must be returned in its own separate envelope.

    Return your completed ballot paper(s) by post in the prepaid envelope(s).
